We need to rethink how we talk about insider risk

Too often, the narrative starts from suspicion — focusing on “rogues” and worst-case scenarios. But what if that framing is part of the problem? From recent discussions and work in this space, one idea stands out clearly: insider risk is usually a symptom, not the cause. It emerges when trust breaks down — quietly — through unclear expectations, lack of support, or environments where people don’t feel safe to speak up.
So instead of asking “How do we detect risky insiders?” we should be asking: “How do we build high-trust organisations where risk struggles to take root?” Shifting the narrative isn’t about ignoring risk — it’s about addressing its root, because ultimately, people don’t copy policy documents. They copy behaviour. So the real question is: What are we modelling — control, or trust?
